Mr. Alexander Ifechukwude, who identifies himself as the traditional ruler of the Olu-Odu Community in Aniocha South Local Government Area, Delta State, testified before the judicial panel investigating kingship and land disputes in Ogwashi-Uku Kingdom and its surrounding areas.
The panel, chaired by Justice E.N. Emudainowho, began its hearings in Asaba on November 7 and is set to conclude by November 20, 2024.
Claims of Kingship Under Question
Mr. Ifechukwude claimed to have inherited the throne in 1999 after the passing of his father, whom he said was crowned in 1975. However, he admitted that neither he nor his father ever received official recognition from the Delta State Government. He argued that formal endorsement was not necessary for his rulership.
During cross-examination by the legal team representing the Obi of Ogwashi-Uku, including Chike Onyemenam SAN and other senior advocates, Mr. Ifechukwude acknowledged submitting a petition for government recognition in 2007. He alleged that the late Obi of Ogwashi-Uku, Prof. Chukwuka Okonjo, hindered the process. He also conceded to selling large tracts of communal land, including 1,500 hectares in one deal and 500 hectares in another, without proper community authorization.
Documents presented by the Obi’s legal team countered Mr. Ifechukwude’s claims. These included Ministry of Justice recommendations for his prosecution on charges of impersonation and a magistrate court charge sheet. Historical records, such as a 1952 Western Region Law and a 1935 intelligence report, were also submitted to affirm that Olu-Odu remains under the jurisdiction of the Ogwashi-Uku Kingdom.
Otulu Community’s Push for Autonomy
The panel also heard a petition from the Otulu community seeking recognition as an independent entity. Mr. Chukwuma Akoka, a representative, denied knowledge of government records tying Otulu to Ogwashi-Uku. However, he admitted that Francis Oduwanor has been claiming the title of traditional ruler of Otulu without official recognition.
Dr. Judith Jessa, representing the Obi of Ogwashi-Uku, argued that Otulu is a farm settlement under the kingdom’s authority. She presented a High Court ruling affirming the Obi’s exclusive right to appoint chiefs in Otulu and discrediting rival claims. Further evidence, including government gazettes and letters from local authorities, established Otulu’s legal ties to Ogwashi-Uku.
Mr. Christopher Isikekpe, representing himself and Mr. Oduwanor, admitted to parading as the Iyase of Otulu despite lacking government approval. When confronted with contradictory evidence, including letters on Otulu Ogwashi-Uku letterheads and government directives affirming the community’s status, Mr. Isikekpe remained silent. Mr. Oduwanor, the self-acclaimed Obi of Otulu, was absent from the hearing, reportedly detained in Abuja on serious charges.
Land and Leadership Battles Deepen
The ongoing hearings have spotlighted tensions over land ownership and traditional rulership, with accusations of unauthorized land sales and disputes over community autonomy. Witness testimony revealed that some claimants to Otulu’s autonomy have roots in other communities, casting further doubt on their legitimacy.
The panel emphasized the need for verifiable evidence to resolve these disputes and foster harmony among the affected communities. Hearings are set to continue, with the panel working toward its final report.
